A Historic Surrender in Maharashtra

In a significant development in the battle against Maoist insurgency in Maharashtra, 61 Maoist militants, led by senior leader Mallojula Venugopal Rao, commonly known as Bhupati, surrendered to the Gadchiroli Police. This event marks one of the largest mass surrenders in the region's history and occurred in the dense forests of South Gadchiroli, close to the Chhattisgarh border, on the night of October 14.

Bhupati's Surrender Ceremony

During the official surrender ceremony, Maharashtra Chief Minister Devendra Fadnavis was present, honoring Bhupati's request to have top state leadership witness this momentous occasion. Bhupati's call for peace talks with the government prior to the surrender encouraged over 60 of his associates to abandon their armed struggle and reintegrate into society.

Understanding Mallojula Venugopal Bhupati

Born in Peddapalli to a family with a history of freedom fighters and temple priests, Mallojula Venugopal Rao was the youngest of three sons. His early exposure to left-wing ideologies led him to embrace the Maoist movement passionately. Over the years, he ascended to significant leadership roles, including a position on the Polit Bureau and the Central Military Commission of the CPI (Maoist). This made him a crucial link between the Maoist leadership and the broader public.

From Ideologue to Influential Leader

After the death of prominent spokesperson Cherukuri Rajkumar, also known as Azad, in 2010, Bhupati took charge of the party’s publications and communications. His role as the ideological head of the movement was critical, and he was believed to be involved in various operations that made him one of India’s most wanted Maoists.

A Turning Point for Gadchiroli

The surrender of Bhupati and his associates is viewed as a pivotal moment in the ongoing conflict in Gadchiroli, a region that has experienced violent encounters since Maoists first clashed with CRPF forces in 1980. Bhupati's decision to surrender in Maharashtra, rather than in the neighboring states of Telangana or Chhattisgarh, reflects the successful mediation efforts by the Maharashtra Police aimed at encouraging militants to abandon violence and return to civil society.
